I wouldnt believe that the statue's in the ocean would be of prisoners, although rituals flow into my mind :P . They seem to be of 26 male and females, of young age. The way they hold hands and face outward, seems to me that they are trying to protect something? Maybe its a sanctuary? Guarding of a burrial?
